When Can a Permanent Resident Sponsor for Canada Immigration?

I get a lot of questions from new permanent residents asking when they can start the sponsorship process for parents or other relatives.

For sponsorship applications that require a sponsor to meet the low income cut off (such as sponsoring parents) that sponsor will need to 12 months of Canadian income, no matter how many assets that sponsor immigrated to Canada with.

Typically, this means a permanent resident will have to work in Canada for 1 year before starting the sponsorship process.

However, if a permanent resident had reported foreign income in Canada for 12 months - even prior to arriving in Canada - that income will generally count towards the income requirement as well.

Applications that do not require the sponsor to meet the low income cut off (typically spousal sponsorships but not always), do not require the sponsor to show 12 months of Canadian income.

I really hope you would be able to help me with a couple of questions I have on Common-Law sponsorship to Canada.
I have read your articles so far but still have a few unanswered questions and have tried everything to find someone to answer them to no avail.
Im am a Canadian citizenship (through my father) and live in Belfast with my boyfriend.
We have been together since June 08 and both have been living in my house since December 2008, though as it is me and my brothers bought property we do not have his name on the mortgage.
Last month we opened a bank account together and got all his mail redirected to my house so that we can gather evidence for the sponsorship application but we do not have this kind of evidence from December until last month as we did not need to have any of this.
In December we will have a signed oath from a solicitor to say we have been living together for a year and we will actually have been but we are worried that we may have to wait another 4 months after that to apply with the full years bills and evidence.
We will have letters from friends and family saying they know us and we are in a serious relationships etc and from a bank official and teacher if needed. We also will have a joint bank account (opened in April this year) and his bank statements to this address from April.
I know also that I need to provide evidence that I will be moving to Vancouver with him, so I will have a letter from a Minister in Vancouver to say we can stay with him and his family before getting a rented apartment (the Minister is a family friend) and I will also have set up an interview with a Music Management company out there.
Do you think we can still go ahead with our application in December? We hope to be in Vancouver in August next year but we are worried that by applying in December the application will take longer due to lack of evidence.
I really hope you are able to help and so thankful to have found your blog!
